Educational Leadership

The primary mission of the Department of Educational Leadership is the development of individuals for leadership roles at all levels of education and related business/industry enterprises. Its scope includes PK-12 Education Leadership , Higher Education Leadership , and Workforce Education and Development . Our Department offers several programs, many of which involve theoretical constructs and practitioner training for those interested in careers as public or private educational leaders, policy analysis, and teachers in business and industry occupations that require educational and leadership skills or degrees focusing on educational research.

Gerald C. Kops

Dr. Gerald C. Kops joined the faculty of the Educational Leadership Department in 1989. His teaching responsibilities include graduate courses and seminars in education law, collective bargaining and politics. Following graduation from law school Dr. Kops was admitted to practice in Wisconsin. Upon discharge from military service Dr. Kops became an assistant corporation counsel for Milwaukee County. In 1971, Dr. Kops was appointed as legal counsel for the Madison Metropolitan school District in Madison Wisconsin. In 1978, he became a partner in Isaksen Lathrop Esch Hart & Clark (now Lathrop & Clark) in Madison Wisconsin representing Wisconsin school districts and community colleges. His legal experience includes appearances before state and federal administrative bodies as well as all levels of the state and federal judiciary. Dr. Kops has also represented educational institutions in collective bargaining, grievance arbitration and interest arbitration. Prior to joining the faculty Dr. Kops taught graduate courses in the Department of Educational Administration at the University of Wisconsin. In addition, Dr. Kops has taught at the university of Wisconsin Law School. Dr. Kops also serves as a Due Process Nearing Officer and Mediator in IDEA proceedings.
